I am not sure if it is a good idea to directly generate docs into the top level
tree. Having it be generated into target keeps it under control of the build
system ( allows mvn clean, etc to work ) and anyone can generate/verify/push
docs as needed. Also, it allows users to checkout trunk or a branch alone (
unlike requiring pulling of the whole repo to be able to generate docs into the
top level dir ).
