Add basic one level query support for get operations.  This allows users to 
supply predicates in the query string which are applied to the collection 
resource which is being queried.  At this time it is limited to the top level 
resource and doesn't allow for a predicate that "drills down" into 
sub-resources.  N level query support will be added in the future.

Improve current partial response support by allowing expansion using '*' 
wildcard.
