Description: Add API functionality to allow a cluster and all of it's
related sub-resources to be created with a single call. Currently, all
resources need to be created independently. This will require the definition
of a "cluster specification" which the client would provide as part of the
requests http body. This initial implementation will not provide any
additional atomicity to the creation process.
