The only restriction for marking a host-component as {{UNKNOWN}} state was only
if it was *not* a client component. This is incorrect. If a host-component is
in any of {{INIT}}, {{INSTALLING}}, {{INSTALL_FAILED}}, {{UNINSTALLED}} states
do not mark as {{UNKNOWN}} when the agent heartbeat is lost.
