+1, the following testing scenarios were performed:
* setup -> encrypt (persist master) -> setup-ldap -> encrypt (don't persist
master) -> start
* setup -> setup-ldap -> encrypt (don't persist master) -> start
* setup -> setup-ldap -> encrypt (persist master) -> encrypt (reset master key)
-> start
* setup -> encrypt (don't persist) -> setup-ldap -> encrypt (reset master key)
-> start
