Currently, ambari-server setup-https prints:
NOTE: Restart Ambari Server to apply changes ("ambari-server
restart|stop|start")
All ambari-server operations that need ambari-server restart should say so.
Perhaps this can be combined with the refactoring effort so that we have to
logic to print at only one location.
