Fix For: 1.4.0
ResourceManager's {{rpc.rpc.RpcQueueTimeAvgTime}} and
{{yarn.ClusterMetrics.NumActiveNMs}} are not being provided accurately due to
changes introduced in AMBARI-2910 to YARN configuration to collect more metrics.
We need to narrow down the scope of metric collection to keep getting these
previous metrics.
