* On receiving an AmbariException when modifying configuration resource, We log
a message: *"Configuration with that tag exists for 'core-site'"* in
ambari-server.log. Specifying actual tagname will help a lot in debugging
issues.
* Also it would be better if when a request to apply a configuration is
received, we could log the site name and tag name for that configuration
regardless of receiving an exception with a proper message.
