Description:
Even when HDFS is down, we are showing "Upgrade Status" and "Safe Mode Status"
are shown as "Pending Upgrade" and "Not in safe mode".
Since we do not have information for these, these should be displayed as "n/a",
rather than displaying incorrect values.
