The issue was as follows:
* When an execution command contained configurations then configuration tags
were not being expanded while sending commands to the agent.
* Decommission task included "hdfs-exclude-file" as a configuration (and not a
tag)
* This the agent did not receive "global" configuration which it relies on to
generate the site-N.pp file
The fix is to store "hdfs-exclude-file" as a tag.
