This page requires manual steps to be run on two different NameNode hosts.
Since the previous two pages of manual steps are for the original NameNode, the
user can just gloss over the instruction bullet to run it on the other NameNode.
We should make the steps for one NameNode and the other NameNode distinct, with
very clear and possibly redundant instructions to ensure that the user is
running the commands on the right host.
Also, we should order the formatZK command before bootstrapStandby, since the
flow is for the user to be running manual steps on the original NameNode up to
this point.
