We show a confirmation popup on clicking next button on Initialize Metadata
step of Enable Namenode HA wizard. The message for it as in messages.js

you have run the manual steps before continuing.'

If Reassign master wizard for a master component has manual command step then
it should also show same confirmation popup with same message.
