Ambari UI needs to show restart indicators at the service and host level based
on mockups provided in AMBARI-3531.
For services, the left-hand menu on Dashboard and Services page should show the
restart indicators. Hover should indicate the counts of host-components needing
restart. Going to the configs page for a service shows the master
host-components and the count of other components.
Host's config page should show similar restart indicator.
