1) To user drop-down, add a "Settings" link.
2) When user selects this option, popup a "User Settings" modal dialog.
Note: this proposed user settings modal dialog is pretty sparse right now (with
only the one option) but this gives us something to build upon.
3) Also, remove the User Settings section from the Admin section.
