Metrics properties for JMX and Ganglia are stored in 4 files:
jmx_properties(_2).json and ganglia_properties(_2).json. These should be
defined with the stack, so that one does not need to package Ambari to alter
them.
In addition, this patch adds support for custom property providers. This will
allow a service author to use their own metrics source with Ambari.
