*Steps to reproduce*:
# Create user without admin rights.
# Log in by created user.
# Go to 'Configs' tab of WebHCat service.
# Open _Custom webhcat-site.xml_ accordion.
# *Appears 'Remove' link in front of property, but logged in user has no rights
to delete it.*
# Refresh page.
# *After refreshing the page appears 'Admin' tab and other stuff, available for
admin user.*
