In the manage config-groups dialog there are 2 lists - the config-groups list
on the left and the hosts list on the right. Both these lists should be sorted.
The config-groups list should always have Default config-group at top, followed
by the sorted config-groups.
Similarly, the combo box for selecting config-group in services page should be
sorted.
