Basic things to check:
- is the puppet agent running on the host in question - restart if it is not
- from the master, try a puppet kick -f --ping <host> --debug --trace to see
why it fails
- or on the agent, run the puppet agent manually in the foreground with
--debug and --trace to see what errors are being thrown
- it likely could be an ssl cert related issue, try deleting the ssl keys on
the agent host, revoke the cert on the master and re-bootstrap the agent via
add nodes.
