The address jira sends from was not in the allow list for the amber-dev mailing list so therefore all jira notifications have been going to your only moderator for that list , jfclere.
Obviously he has not been approving those emails, nor did he had the jira address to the allow list. I have now done that so jira notifications should go straight to your list without problems. Your Jira was set up in May and now 7 months later you notice this problem? I'd volunteer a couple more moderators for your email lists if I were you. Gav...
