There should be two groups: amber-committers and amber-admins. According to [1] at least Brian, David and Jean-Frederic are in the amber-admins group and can grant karma to the other committers. If it contains the main documentation then we need to be sure that all content is granted to the ASF, i.e. a CLA for each author must be on file.
