[PATCH v2 12/19] drm/amd/display: use HW lock mgr for PSR-SU

Feature requires synchronization of dig, pipe, and cursor locking
between driver and DMUB fw for PSR-SU

[how]
return True if PSR-SU in the checker should_use_dmub_lock()
