I'll start here by cleaning up the root pom. This inlcudes:
* Moving dependency installation workarounds to temporary buildsupport module
* Creating development server assembly to replace current root target solution
* Removing duplicate assembly magic replaced by development server assembly
* Removing non core dependecies from the root pom
* Moving non core dependecies down to subprojects as required
