Actually, the error does not depend on the actual startup order of filebased
versus httpservice, but the order of the httpservice alone. I now have it
working with filebased at the end and http somewhere in the middle. It seems
that the httpservice must be started 'quickly enough', the question is what
defines 'quickly enough'
