I did analyze this issue before. It seems that the httpservice executed by the
previous Pax Exam runner was not (yet) properly closed, occupying port 3737. I
also noticed this problem to happen when an integration test deploys the
httpservice bundle but does not actually depend on it.
Historic build failures were in:
HttpServiceTest - Jsp
HttpServiceTest - Jsp
HttpServiceTest - Filter
HttpServiceTest - Filter
So it always happens in the HttpServiceTest. Not so strange though, since it is
the only test actually using the httpservice
