The UserAdmin REST interface should be moved from the cassandra useradmin
bundle to a stand alone bundle

The REST interface on top of the UserAdmin service is now contained by the
useradmin cassandra storage provider bundle. Therefore (and because it has
nothing to do with Casasndra) this REST API would not be available if you use
another storage provider. Therefore it should be separated and moved to its own
bundle.
