The current PersonServiceImpl implementation is not tenant specific, as an
OpenSocial person is mapped onto a user in UserAdmin and UserAdmin is not
tenant specific. When the PersonServiceImpl must become tenant specific, so
must UserAdmin. Making UserAdmin is possible by instantiating a StorageProvider
service per tenant and setting the property
'org.ops4j.pax.useradmin.storageprovider.type' to a tenant specific value
