1) Generic base implementation created as library under
org.amdatu.libraries.fsstorage
2) Refactored tenantstore-fs and useradminstore-fs to make use of this new base
implementation

1) Refactor consumerregistry-fs. I'll make a seperate issue for it as it is not
under unit test
2) Vote to deprecate the utilities library. I'll make a seperate issue for it.
