It has been proven that the current tenant management service is a performance
bottleneck. A simple caching mechanism should resolve this performance
bottleneck. The cache should be updated when new tenants are created or
existing tenants are removed or updated, from the tenant config. To make that
happen, the managed service that listens to the tenant config should be
separated from the tenant management service.
