Moved the wiki page Versioning Semantics [0] to the Conventions and guidelines
[1] section to emphasize them as a convention. In general think we are in
agreement that this is the way we want to go. Minor issue is the recommended
use of "packageinfo" instead of specifying the versions in the pom. Personally
I don't like spreading versioning info over multiple files. In any case, to
support the convention we need AMDATU-396
