Changed the PIDs for both tenant and useradmin fs storage by replacing '-' by 
'.' so that file install treats them as reguler managed service configs.

While in the code also moved the config constants for FSTenantStorageProvider 
from the SPI interface to FSTenantStorageProvider as they are specific.

Finally set propagate to true for both configuration dependencies to make 
debugging life more easy.
