In addition we have a problem with UserAdmin:

1) A PAX UserAdmin bug makes WebUI login fail. Would be solved (for now) by 
https://issues.apache.org/jira/browse/ACE-158
2) ACE UserAdminStore is not happy with multiple UserAdmin services. Even with 
just one Tenant the UserAdminCache aspect allready causes trouble...

UserAdminStore is intended to work with a single user admin.
