The estimate attached to this is based on:
- Enhance API with REST interface to add, update and remove themes, in form of
a single zip file containing the statics
- Enhance dashboard to load customized themes from a server
- Persist selected theme in user data
- UI to add, update and remove themes
- Add possibility to add a theme from a URI instead of a zip
