The default amdatu release does not deploy the Tenant user admin decorator
bundle. This line is missing in the amdatu-platform.properties:
reference:file:lib/org.amdatu.core.tenantuseradmindecorator-${org.amdatu.core.version}.jar

Without this bundle the useradmin service does not come available.
