There is a close relation between this issue and the whiteboard style 
registration of gadgets. There should be two type of gadget definitions;

- Internal gadgets (i.e. login gadget) that are registered whiteboard style. 
These come and go as the service comes and goes, but its definition is not 
persisted in the gadget store.
- External gadgets that are registered by an admin in the dashboard. The 
definitions can be added and removed by an admin, but is independent on the 
availability of the service that hosts the gadgetspec.
