Create top-level build in Bamboo

Right now, all (sub)projects build just fine, but the top-level build is broken
(probably because the parent pom has been updated). However, when something in
our build breaks, Bamboo should reflect this, which is why I'm proposing to add
a build that does 'mvn clean install' at the top level (or something similar).
