Current initial commit at r1750. Attached alternate solution I received once I 
was about done... ;) Some random notes on open issues and differences between 
these implementations:

* Current needs codereview and testing. It is 1.3 compliant and does not 
require dependencymanager to ease donation to Felix. It also adapts to multiple 
ConfigurationAdmin services in line with the Felix ConfigInstaller.

* Current does crude drop and install at config file level. Attached does some 
in memory caching allow some smarter updates which might be interesting to add 
although we should probably persist the cache to survive restart.

* Current requires MetaTypeService to check OCD. Attached only requires 
packages and does not check OCD.
