The deployment-tenantconf bundle now contains a forked version of the autoconf
processor. The first thing that needs to be done is to finalize the way this
resource processor detects what tenant a configuration is for. Furthermore, the
patches should be donated back to Felix as some fixes are also important for
the non-tenant use case and it would be good if we don't need to maintain two
versions of this codebase.
