My 2 cents... 1) On process... introducing a new "project", silently releasing it from your sandbox and depending on it form official releases is just plain wrong. You can't just go and do stuff like that without informing people, discussing the approach and, in the case of a new project, getting board approval. I agree you should rollback to set things right. You can't blackmail the discussion on the the premise that "it is there" because it has no official status.
2) On topic.. there is no consensus on the need of a "commons" project or what it's scope is and you have not even made a solid attempt to achieve it, AFAIK there has been only thread on it that you yourself did not follow up [0]. Judging from you preliminary list adopting the name "commons" as if it where an "Apache Commons" style project is misleading and I have are serious concerns with creating such dependency butterflies.
