This wont work in paxexam by design. Don't think we should get into customizing
paxexam just for this.

Pitty one, i know. You may use other URL handlers like classpath: or your own
lithe logic that finds the raw file relative to the working folder (this is
what i did at times).
But in the end i usually use "mvn clean install" instead of the package goal.
Also because maven-bundle-plugin used to have issues when just living with the
package goal (not sure if this holds true).
