Found three things so far:
1) The encryption setting is managed through configuration. As there is no
guarantee about order some credentials may not be encrypted until the setting

2) Disabling encryption of credentials resulted in a classcastexception.

3) The preferences based storage is very slow and logging in during the ACE
UpdateUserAdminTask results in some scary IO exceptions.
