The default consumer registry JSP loads the consumers with a filter;
getConsumers(ownerid=Administrator) for example. The function that takes a
filter as input argument is not implemented ion the cassandra store however,
resulting in the NOT YET IMPLEMENTED error. Since the Cassandra store is the
only store that is really production ready, it should be implemented
