Upgrade to Pax Exam 2.4.1.RC1 seems to fix it. Not sure which issue [0] exactly, but as 2.4 also introduces the forked container (possibly allowing use to run tests against multiple OSGi framework) I've pushed it to see what bamboo thinks about it.
