The tenant aware service in the Shindig bundle heavily depends on Shindig. If the service is moved to its own bundle I would not only need to export the Shindig packages, but also register some Shindig functionality in public services such that it can be invoked from another bundle. That would be a bad idea, since Shindig should not expose any API.
