Reopening as blocker. As at this point there is no way to manage tenants in any of our assemblies / releases.
I think we need..
1) An ACE recognizer/helper
2) A Fileinstall artifactinstaller
3) Include these artifact in the relevant assemblies
4) Document the changes in tenant config
