Artifacts in ACE are always non-updateable. The reason for this is that ACE otherwise cannot guarantee reproducible deployment packages to allow down- and upgrades.
OBR management, which is what you probably want, is not something ACE is aiming to implement. That is what "real" repositories like Nexus are far more suitable for. Supporting Nexus in ACE is already a feature request, see <https://issues.apache.org/jira/browse/ACE-46>.
