AMDATU-517the ext filters registered in PLATFORM scope no longer resolved into the ext filter chain as they are no longer handled a s a special case in the registry. The simplest resolution is to support AMDATU-674 as a default strategy. If at a later stage we want to make this configurable we still can. Committed.
