IMHO the export should contain all data. The check is an input validation. I'm guessing you are not allowed to set the "definition" because its an identifier controlled and assigned by the server. So IMHO the check is good, but the message is wrong. The client doesn't know if the resources exists or not. It should say something like "Cannot create resource with assigned definition. This is a server controlled identifier and must be left empty".

In order to make export/import more friendly I think a default merge strategy would be best using a createOrUpdate strategy. Arguably a failfast and/or overwrite would also be usable.
