One is date one is time. "Change" means when field has CHANGED.
"Update" means when last update was sent from data vendor
(updates are sent more often than changes. For example when markets
are closed there are no changes, but there is an "update" sent because
otherwise you won't be able to see anything in RT quote window till session 
open)
 
Note that the difference is there only if data vendors SENDS those timestamps 
separately
(eSignal does).
NOT all data vendors send these date/times separately,
some don't send them at all (IB). In both cases these fields would be equal.
