I know for a fact that this is possible, because I have already done it.
My script doesn't translate everything on the channel, but rather text
that's passed via a hot command. For example:
!translate en fr Hello and welcome to the chanel.
would return;
Translation is "Bonjour et bienvenue au canal."
It's not always 100% acurate since it does literal translations, but with a
small modification, it would be used to translate everything received on the
channel and echo it locally in another language for you.
