Well, it does a CreateDir() without checking first, as the check
would need "additional time".
Actually, I never thought about people who have locked their ENVARC:
dir, and as the "additional time" for the check is really not worth it,
I'll modify it (it's in the vapor_toolkit.library, and thus
a fix there will fix it for all apps, natch :)
